By connecting directly to eHealth Exchange, Dallas County is helping demonstrate how standards-based exchange can streamline reporting, enhance case investigations, and improve public health response.
eHealth Exchange is pleased to announce an important milestone in public health interoperability as Parkland Health and Dallas County Health and Human Services prepare to go live on eHealth Exchange, leveraging multiple interoperable workflows to support faster, more efficient disease surveillance and case investigation.
The implementation brings together electronic case reporting (eCR), Task Based Exchange as described by the Helios Fast Healthcare Interoperability Resources® (FHIR®) Accelerator, and electronic case investigations to create a more connected and responsive public health ecosystem.
As part of the workflow, Parkland Health automatically submits electronic case reports through eHealth Exchange’s connection with the Association of Public Health Laboratories (APHL). Electronic case reporting enables healthcare providers’ electronic health record (EHR) systems to automatically generate and transmit reports containing rich clinical information to public health agencies when reportable conditions are identified.
Through APHL’s national infrastructure, those reports are delivered to Dallas County. As one of the first public health organizations to directly participate in eHealth Exchange, Dallas County has implemented FHIR Task Based Exchange capabilities that allow public health officials to electronically request and retrieve additional information needed to support case investigations.

This implementation demonstrates how modern interoperability standards can support public health reporting and investigation workflows while reducing administrative burden on healthcare organizations. It also highlights the growing role of FHIR-based exchange in enabling more dynamic interactions between healthcare providers and public health agencies.
