Dr. Matthew A. Eisenberg joined Stanford Health Care in early 2013 and is the Associate Chief Medical Information Officer. Stanford Health Care is a not-for-profit academic healthcare system with leading edge clinical capabilities that is part of Stanford Medicine. Stanford Health Care seeks to heal humanity through science and compassion one patient at a time and its mission is to care, to educate, and to discover. In his role at Stanford Health Care, Dr. Eisenberg focuses on interoperability and health information exchange as well as government and regulatory reporting, health care analytics, patient reported outcomes and other uses of technology to meet our strategic initiatives.

Over the past 25 years Jay Nakashima has designed and implemented EHRs, optimized clinical workflow, and spearheaded data exchange. Jay has worked for health IT vendors, providers, payers, and now leads the eHealth Exchange, the nation’s oldest and largest health information network. Convening industry and government, the eHealth Exchange is dedicated to addressing the challenges of secure, health information exchange to improve patient care.
Jay began his career with IBM AsiaPacific headquarters in Tokyo, specializing in technology research and development, but focused the subsequent 25 years on health information technology. After IBM, Jay earned an MBA, served as the CIO of Colorado's largest health plan, Vice President of Product Management for a major EHR vendor, and joined DaVita to align business needs with advanced technology solutions.
At DaVita, beyond the technology side of interoperability, Jay faced on the healthcare landscape, healthcare regulations, health technology standards, and interoperability best practices. In 2018, Jay joined eHealth Exchange as its Vice President and Executive Director. eHealth Exchange is now the nation's largest health information exchange.

Steve Gravely is the founder and CEO of Gravely Group, provides legal and strategic counseling to the healthcare industry, driven by the unique combination of expertise and experience garnered over the course of his career. He has represented healthcare organizations for over 30 years in a full spectrum of healthcare legal issues. Steve is certified by the International Association of Privacy Professionals (IAPP) as a Certified Information Privacy Professional in the United States (CIPP/US).

The eHealth Exchange was founded on the principal need for health information exchange between and among federal agencies and their private sector partners. Learn how these relationships have evolved, how network participants can better work together, and opportunities for future use cases.

Civitas Networks for Health
Lisa Bari is the CEO of Civitas Networks for Health, the national nonprofit organization with a mission to support community and data-led health improvement and information exchange to address health outcomes and provide the infrastructure for health equity. Civitas Networks for Health counts more than 180 regional health improvement collaboratives, regional and statewide health information exchanges, and affiliated organizations as members.
Lisa previously served as the interim CEO of the Strategic Health Information Exchange Collaborative, the health IT and interoperability lead at the CMS Innovation Center working on primary care payment models, and earlier in her career, part of the executive leadership team of an electronic health records company. She holds an MBA from Purdue University and an MPH in Health Policy from the Harvard T.H. Chan School of Public Health.

Richard Forshee is the Deputy Director of the Office for Biostatistics and Pharmacovigilance at FDA/CBER. He has more than 25 years of experience as a researcher and leader in academia and the Food and Drug Administration. He joined FDA full time in 2008 after working for more than a decade in academia. At FDA, he led the Analytics and Benefit-Risk Assessment Team for the Office of Biostatistics and Pharmacovigilance (OBPV) in CBER and worked extensively to provide quantitative benefit-risk assessment, health informatics, and real world evidence to ensure the safety and efficacy of biologic products. This work supports OBPV’s review, regulatory, and public health missions. Dr. Forshee provides knowledge and expertise on scientific and regulatory matters at Center, Agency, US government, and international meetings, workshops, and conferences.
Dr. Forshee has won numerous awards including the FDA Award of Merit, the FDA-CBER Award for Managerial Excellence, and the CBER Hope Hopps Memorial Award. In 2020, he was awarded the Society for Risk Analysis Outstanding Practitioner Award. He has published more than 100 scientific articles which have been cited more than 4,000 times.

Melissa Ayres is a Senior Advisor in Social Security Administration’s Office of Disability Information Systems. Melissa is leading the agency’s evolving strategy for medical evidence acquisition and external partner engagement.

Federal Electronic Health Record Modernization
Mr. Lance Scott serves as the Federal Electronic Health Record Modernization (FEHRM) office’s Acting Technical Director and Solutions Integration Director; Defense Medical Information Exchange (DMIX) Program Manager; and Department of Defense (DOD) Healthcare Management System Modernization (DHMSM) Interoperability/Data Systems Assistant Program Manager (APM). In these roles, he manages all aspects of joint solutions integration—among DOD and the Department of Veterans Affairs (VA), Interoperability and DMIX—which focuses on health data sharing among DOD, VA and private sector partners. These data are shared through MHS GENESIS using the joint health information exchange and viewed using the Joint Longitudinal Viewer capability within DMIX. DMIX also manages the Data Exchange Service, which serves legacy health care data to numerous consumers. Mr. Scott directs program planning, budgeting, research and development, testing, production, fielding and sustainment efforts. He also leads information technology acquisition strategies, processes and procedures to fulfill Defense Acquisition Program requirements.
Mr. Scott’s expertise includes over 20 years of acquisition experience, beginning with the U.S. Army’s Program Executive Office for Command, Control Communications – Tactical organization in 2001. He served as APM for the U.S. Army’s Global Command and Control System – Army, as well as the Deputy Program Manager of the Net Enabled Command and Control program for the Defense Information Systems Agency. From 2009 to 2012, Mr. Scott led initiatives under the Assistant Secretary of the Army (Acquisition, Logistics and Technology), which improved analytic capabilities and network modernization practices, resulting in a cost avoidance of more than $30 million. Mr. Scott served 22 years in the U.S. Army and retired in 2010.
Mr. Scott received his Master of Science in Computer Resources and Information Management and his Bachelor of Science in Biology and Chemistry. He completed the Command and General Staff Officer Course at the U.S. Army’s Command and General Staff College. In addition, Mr. Scott holds Program Management III, Information Technology II and Systems Engineering I certifications from the Defense Acquisition University.

Cindy Pan joined the Veterans Health Administration (VHA) in 2019 as a Veterans Health Information Exchange (VHIE) Program Manager overseeing the VA's query based exchange (VA Exchange) partners and networks. In addition to the internal and external operations of account management for all of VA Exchange, she leads the team in strategic direction for interoperability with VA's Community Care partners.
Cindy's background working directly with VA Medical Center end users, Community Care Partners, and Veteran patients uniquely equips her with the broad perspective needed for optimization during expansion and overall vision. After a decade plus of experience working in Healthcare IT, she brings consultative technical tactics, successful experience in end-to-end implementation, and large scale account management to the VA VHIE Program. Her passion for collaboration and efficiency brings all the best ingredients together for leading the VA's interoperability efforts.

Micky Tripathi, Ph.D., M.P.P
National Coordinator for Health Information Technology
Micky Tripathi is the National Coordinator for Health Information Technology at the U.S. Department of Health and Human Services, where he leads the formulation of the federal health IT strategy and coordinates federal health IT policies, standards, programs, and investments.
Dr. Tripathi has over 20 years of experience across the health IT landscape. He most recently served as Chief Alliance Officer for Arcadia, a health care data and software company focused on population health management and value-based care, the project manager of the Argonaut Project, an industry collaboration to accelerate the adoption of FHIR, and a board member of HL7, the Sequoia Project, the CommonWell Health Alliance, and the CARIN Alliance.
Dr. Tripathi served as the President and Chief Executive Officer of the Massachusetts eHealth Collaborative (MAeHC), a non-profit health IT advisory and clinical data analytics company. He was also the founding President and CEO of the Indiana Health Information Exchange, a statewide HIE partnered with the Regenstrief Institute, an Executive Advisor to investment firm LRVHealth, and a Fellow at the Berkman-Klein Center for Internet and Society at Harvard University.
He holds a PhD in political science from the Massachusetts Institute of Technology, a Master of Public Policy from Harvard University, and an AB in political science from Vassar College. Prior to receiving his PhD, he was a Presidential Management Fellow and a senior operations research analyst in the Office of the Secretary of Defense in Washington, DC, for which he received the Secretary of Defense Meritorious Civilian Service Medal.

As President and CEO, Craig is the lead executive responsible for developing and executing the strategic plan as well as ensuring strong financial controls and high-quality services. His focus is on driving interoperability and innovation by expanding Health Data Utilities through CRISP and member Health Information Exchanges across the country. He manages the senior team with an emphasis on fostering collaboration while advocating for the mission, vision, and values of both CRISP and CRISP Shared Services. Craig is also an instructor at the University of Maryland Baltimore County Master’s program in Health Information Technology. Prior to supporting health IT efforts, Craig led the start-up and operations of three physician-led, Advance Payment Medicare Shared Savings Program Accountable Care Organizations. He has a Master of Business Administration from Loyola University.

Lance Jones is a lead data scientist and technical project manager in the Artificial Intelligence & Analytics Practice in the Data & Technology Transformation service line for IBM Consulting. He currently leads IBM’s delivery of the FDA Biologics Effectiveness and Safety (BEST) Innovative Methods Project for the Center for Biologics Evaluation and Research. In the past, he led projects for the IBM North American Analytics Center, delivering rapid prototypes of A.I. solutions across industries. Lance’s graduate training was in quantitative psychology with emphasis on applied statistics and research methodology.

Bill Howard is the current board chair of eHealth exchange and has been involved with eHealth Exchange, The Sequoia Project and Carequality since 2016. Bill has more than 30 years of Health IT experience ranging from lab instrument interoperability (3M, Roche), establishing a nationwide EDI claims clearinghouse (GE, IDX), and experience implementing HIE and Population Health solutions globally (GE, Microsoft).Recently Bill became an independent consultant after 7 years with Audacious Inquiry where he led product strategy and was hands-on with deployments in ~10 states.
