HIPAA gives individuals the right to access their health information, and the Interoperability and Patient Access final rule (CMS-9115-F) redefined how patients can control or access their health information, including electronically.
Individual access means you have greater control and access to your health information, and you can more easily share your data with more providers, health applications, or health data services.

As a patient, you can’t join eHealth Exchange directly. The way you can connect to access your data is through personal health apps that participate in our network. These apps are called Individual Access Service (IAS) providers.

Unlike other networks, eHealth Exchange does not store your data, track your movements, or use or disclose your patient data for secondary purposes. This makes us a less attractive target for cyber-criminals.
Similar to a utility company, we just provide the pipes for your encrypted health information to securely flow from one place to another.
